Water will get sterilised in the pressure cooker and the total moisture in the pickle will just be enough to make it jam like...so don;t worry about the water being used, it is always used to make jams, jellies and marmalade. I have made a few pickles by pressure cooking lemons, but this one has not yet been tried. Sugar actually dehydrates them so much that they never get soft as it happens in pickling.
